From March 1st to June 30th, a four-month fishing ban system was officially implemented in the Yangtze River Basin and important river basins to the south including the Yangtze River, Huaihe River, Pearl River, Minjiang River and the inland waters of Hainan Province. This is the first time in the history of our country. For the first time, a unified fishing ban period system has been implemented in the Yangtze River Basin and important river basins to the south.
The reporter found that many provinces within the scope of the fishing ban have clearly stipulated that sand mining activities are prohibited during the fishing ban period. With such a large-scale ban, the supply and price of river sand and lake sand may fluctuate in some areas.
Establishment of closed fishing season
The fishing ban period system in the Yangtze River Basin was approved by the State Council in 2003. In 2015, new regulations extended the fishing ban period and expanded the scope of the ban, including Poyang Lake, Dongting Lake, and the main stream of the Huaihe River;
The Pearl River fishing ban period system was approved by the State Council in 2010. In February 2017, the Ministry of Agriculture adjusted it and made corresponding regulations on the management of fishing bans in the inland waters of Minjiang River and Hainan Province.
The above-mentioned fishing ban period is from 0:00 on March 1 to 24:00 on June 30 every year. Each locality can extend or expand the scope of the fishing ban according to actual conditions.
Sand mining is explicitly prohibited during fishing ban periods in many places
In the areas where fishing is prohibited this time, many provinces have clearly prohibited sand mining activities. The following is the ban on mining policies in some areas compiled by reporters from China Sand and Gravel Aggregate Network:
Jiangxi Province:The "Jiangxi Province River Sand Mining Management Regulations" passed in September 2016 clearly stipulates that sand mining is prohibited during the fishing ban period in legally designated fishing zones;
Hubei Province:The "Hubei Provincial Lake Protection Regulations" stipulate that within the prohibited fishing area and during the prohibited fishing period, no unit or individual is allowed to conduct fishing, blasting, sand mining and other underwater operations;
Sichuan Province:The "Implementation Measures of the Fisheries Law of the People's Republic of China in Sichuan Province" revised in 2016 stipulates that sand dredging and quarrying are prohibited during closed fishing seasons and areas;
Chongqing:The "Notice on Adjusting the Fishing Ban System in Chongqing's Natural Waters" recently issued by the Chongqing Municipal Agricultural Committee clearly stipulates that during the fishing ban period, all sand excavation and quarrying operations are prohibited in Chongqing's 2.8 million acres of natural waters and 30,000 kilometers of river coastlines;
Guangxi Zhuang Autonomous Region:Some representative areas in Guangxi have also issued relevant regulations. The "Sand Mining Planning Report on the Rongjiang (Liucheng County Section) River in Liuzhou City" clearly stipulates that sand mining is prohibited during the fishing-free period of the planned river section in Liucheng County.
Sand mining activities cause serious damage to underwater ecology
As we all know, the establishment of the fishing ban period is to allow the ecological environment to naturally repair and protect the fishery resources in the waters. However, large-scale sand mining that seriously damages the underwater environment runs counter to this goal. It is proper to prohibit sand mining during the fishing ban period.
As an important construction material, natural sand has a huge demand. Due to the different popularity and acceptance of machine-made sand in various places, the fine aggregate in quite some areas is still dominated by natural sand. A ban does not seem to be realistic. Currently, the sand mining policies during the fishing ban season vary from place to place, but the above-mentioned areas will usher in a 4-month ban on river sand mining during this round of fishing ban period. Coupled with the subsequent flood season ban, it is expected that many areas in southern my country will River sand and lake sand may experience supply shortages and price increases.
